Abstract

I develop an overlapping generation model that exploit two empirical facts. First, an increase in tuition leads to a small decrease in enrollment. Second, siblings from educated parents have higher chances to enroll and succeed in university than those from uneducated parents. I then show that a subsidy to higher education is a pareto-improvement and that usual econometric techniques to estimate elasticity underestimate the global effect of a tuition subsidy.

I also study the impact of an exogenous increase in grants on graduation. Using a difference in difference technique, I show that an increase of 1000$ in grants given to students leads to an increase of 2.1% of the probability of graduation.
